从技术转移角度讲，国防科技对社会生产力的影响是通过技术扩散产生的，技术创新是由军用技术向民用技术的扩散带来的创新效应发挥作用的过程。本文分析了我国国防科技工业技术转移存在的障碍，考察了美国军工技术溢出传导途径的成功实践。在此基础上，分析了国防技术对于民用技术传导机制，即“由军及民”转化机制、产学研合作的技术创新机制、各级政府政策投入机制等。

Strengthen the field of defense technology to civilian penetration and the gradual spread of economic construction to obtain a more effective technical support. From the perspective of technology transfer, national defense, the impact of technology on social productivity is generated through technology diffusion. This paper analyzes China＇s defense industry technology transfer barriers, examines the U. S. military technology, the successful pracrice of overflow pathway, on the basis of analysis of defense technology to civilian technology transfer mechanisms, namely, ＂from the military and the people＂ into a mechanism research cooperation, innovation mechanisms, all levels of government policy input mechanism.
