云南与越南、老挝、缅甸三国接壤，处于联接整个中国西南与南亚、东南亚的关键性区域，被英国著名地理学家戴维斯（H．R．Davis）称作“联系印度与扬子江的链环”。胡锦涛总书记在云南考察工作时提出了要把云南建设成为我国面向西南开放的桥头堡的目标；近期，国务院关于支持云南加快建设面向西南开放重要桥头堡的意见正式出台，标志着国家对桥头堡建设的战略部署进入了全面实施的新阶段。对地处桥头堡建设最前沿的云南跨境民族文化的繁荣发展问题进行探讨具有重要的现实意义。

Yunnan borders Vietnam, Laos and Myanmar, located at a geographical vantage point called ＂The Link between India and the Yangtze River＂ by the famous British geographer H. R. Davis. In his investigation of Yunnan, Mr. Hu Jintao, General Secretary of the CPC Central Committee, set up the goal of building Yunnan into a strategic gateway in China＇s opening up to Southwest Asia. Recently, the State Council of China issued documents for quickening the building of Yunnan into a strategic gateway in China＇s open- ing up to Southwest Asia, which indicates the actual implementation of this strategy. Based on related documents and fieldwork, the paper discusses the development of the cultures of the cross - border ethnic groups in Yunnan Province.
