三方协商机制是多元社会中协调劳资双方利益冲突的一项基本制度，为世界各国所普遍采用，也是国际劳工组织长期推行的国际劳工标准之一。三方协商机制在今日的中国具有其他制度无法取代的作用。我国虽然已经在国家和地方层面建立起了协调劳动关系的-Z方机制，迈出了走向社会对话的第一步，但其作用受到了普遍质疑，仍需要借鉴国外的经验教训进行必要的改革，以逐步形成具有中国特色的劳动关系三方协商机制。

As a basic system of labor relations, tripartite consultation has been introduced in many countries. It is also one part of international labor standards, which has a unique role during the transition period. It has been established tripartite consultation mechanism on national and local levels in China after ratification of the Conventions No 144. However, its effective role has been questioned, that is why we need to draw on the experiences and lessons of other countries. This article comparatively analyzes the tripartite consultation, including its forms, organizations and institutions, the role and the influencing factors, and tries to give some constructive suggestions for Chinese consultation mechanism.
