在我国,随着社会主义市场经济体制的逐步建立,政治体制和经济体制不相协调之处逐渐显现出来,提高政府绩效势在必行。目前,我国政府绩效改革中遇到的障碍主要有传统文化制约绩效管理改革、绩效管理系统存在缺陷、缺乏约束和激励机制等,因此,应借鉴国外先进经验,结合自身实际,加大绩效文化建设,完善绩效管理体系,不断完善与绩效相配套的改革,寻求绩效改革的持续动力,从而提高政府绩效。
在我國,隨著社會主義市場經濟體製的逐步建立,政治體製和經濟體製不相協調之處逐漸顯現齣來,提高政府績效勢在必行。目前,我國政府績效改革中遇到的障礙主要有傳統文化製約績效管理改革、績效管理繫統存在缺陷、缺乏約束和激勵機製等,因此,應藉鑒國外先進經驗,結閤自身實際,加大績效文化建設,完善績效管理體繫,不斷完善與績效相配套的改革,尋求績效改革的持續動力,從而提高政府績效。
재아국,수착사회주의시장경제체제적축보건립,정치체제화경제체제불상협조지처축점현현출래,제고정부적효세재필행。목전,아국정부적효개혁중우도적장애주요유전통문화제약적효관리개혁、적효관리계통존재결함、결핍약속화격려궤제등,인차,응차감국외선진경험,결합자신실제,가대적효문화건설,완선적효관리체계,불단완선여적효상배투적개혁,심구적효개혁적지속동력,종이제고정부적효。
In China,with the gradual establishment of the socialist market economic system,inharmonic political institutions and coordination of the economic system gradually emerges.The improvement of government performance is imperative.At present,the major obstacles of government performance to reform are the traditional cultural constraints,performance management system deficiencies as well as lack of restraint and incentive mechanisms.Therefore,the advanced experience of foreign countries should be learned.Based on the reality,we should increase the performance culture to continuously improve the performance management system and the performance matched with reform to improve government performance.
