营州之乱后,唐朝为了巩固在东北地区的统治,重新调整东北民族关系,特派李楷固率兵出征辽西、辽东地区。李楷固东征发生在武则天统治末年。以李楷固奉命讨伐契丹（700年）为开端,以天门岭之战李楷固败还（702年）而结束,李楷固东征的直接后果就是大祚荣建国。以往学界都认为渤海建国的时间是698年,本文通过对史料的钩沉与解读,认为渤海建国的时间是公元702年。

After the revolt of Yingzhou（营州）,Tang Dynasty readjusted the relations among peoples in the Northeast area in order to consolidate its dominion over this region.An army headed by General Li Kaigu（李楷固）was dispatched to conquer Liaoxi（辽西）and Liaodong（辽东）areas.This eastward expedition took place during the late reign of Empress Wu Zetian（武则天）,starting with sending a punitive expedition against Khitan（契丹） in 700 and ending with Li Kaigu＇s defeat in the Battle of Tianmen Mount（天门岭） in 702.The direct consequence of this eastward expedition was the foundation of state by Da Zuorong（大祚荣）.Traditionally scholars argue that Bohai State（渤海国）was founded in 698,this paper argues that it was in 702 that Bohai State was established.
