截至2011年3月末,我国的外汇储备已经达到创纪录的30 446.73亿美元,这一数额远远超出经济发展实际所需要的适度储备规模,出现大量的超额外汇储备。因此,外汇储备数量管理的弹性制度改革已是势在必行。从制度经济学的角度,对外汇储备数量制度的改革进行积极和有益的探索,为外汇储备合理规模的弹性区间进行可操作的尝试性设计,以推动中国外汇储备管理体制改革的进一步深化。

China＇s foreign exchange reserve had already amounted to over 3.0 trillion US dollars till the end of March in 2011,which set a new record and exceeded the moderate reserve scale to our country＇s actual need for economic development and leave a massive exceeded foreign exchange reserve.It is very clear that the reform of elastic system for the management of foreign exchange reserve quantity is imminent in our country.From the angle of system economics,this thesis tries to carry on a positive and beneficial exploration on the reform of quantity system in China＇s foreign exchange reserve.It also deals with the experiment on elastic sector design for the reserve in a reasonble scale so as to promote management system reform of our country＇s foreign exchange reserve in a higher level.
