1948年，英国向世人宣布建成“福利国家”，因向其国民提供了“从摇篮到坟墓”的全方位保障而为世界各国所关注。但是随着20世纪70年代中后期全球经济形势的变化、人口日趋老龄化和社会保障制度本身的负面影响不断扩大，英国开始对其包括养老金制度在内的社会保障制度进行改革。作为社会保障制度中资金支出最大的子项目——养老金制度是撒切尔政府福利改革的重中之重。

In 1948, British government announced to the world that it had built up a ＂welfare state＂, which attracted the world＇s attention with the ＂from cradle to grave＂ all-dimensional security system to its citizens. However, in the middle and later 1970s, with the change in the global economic situation, the increasingly aging of population and the growing negative impact of the welfare system, Britain began to reform its welfare system, including the pension system. As the subproject of the largest capital expenditure in the welfare system, the pension system had always been the vital part of the welfare reform of Thatcher government.
