反恐羁押是与恐怖主义势力作斗争的一项重要手段，但同时也是一把双刃剑：在将真正的恐怖分子予以羁押以维护国家、社会和公众安全的同时，也存在错误羁押无辜公民、粗暴践踏被羁押者权利的危险性。为防止反恐羁押所带来的消极后果，各国在制定反恐法律和政策，展开反恐行动时，必须遵守国际法所规定的一系列准则，严格按照国际法和国内法的实体和程序规定对恐怖犯罪嫌疑人采取羁押措施，并给予被羁押者以相应的人格待遇和权利保障。
反恐羈押是與恐怖主義勢力作鬥爭的一項重要手段，但同時也是一把雙刃劍：在將真正的恐怖分子予以羈押以維護國傢、社會和公衆安全的同時，也存在錯誤羈押無辜公民、粗暴踐踏被羈押者權利的危險性。為防止反恐羈押所帶來的消極後果，各國在製定反恐法律和政策，展開反恐行動時，必鬚遵守國際法所規定的一繫列準則，嚴格按照國際法和國內法的實體和程序規定對恐怖犯罪嫌疑人採取羈押措施，併給予被羈押者以相應的人格待遇和權利保障。

Anti-terrorism detention is an important instrument of struggle against terrorist forces and, in the meantime, a doubleedge sword： while detaining terrorists to maintain the security of the state, society and general public, there exists the danger of holding back wrongly innocent citizens and trampling on the detainees＇ right. In order to guard against the negative result brought by antiterrorism detention, every country needs to follow a set of rules stipulated by the International Law in drawing up anti-terrorism law and policy and launching anti-terrorism action in strict accordance with the specific procedures of the International Law and Internal Law regarding the measures of putting criminal suspects in custody and give detainees corresponding humane treatment and right.
