住房问题是当今民众最为关心的生存问题之一。房价居高不下,让广大民众,尤其是低收入群体陷入困境。尽管这几年政府认识到问题的严重性,也先后推出了经济适用房、廉租房、限价房等一系列住房保障的措施,但政策实践的效果不尽如人意。如何积极地运用财税政策,切实地保障低收入群体的居住权益,已然成为我国住房保障制度改革面临的一项重大课题,值得社会各界广泛关注。

Housing problem is one of the fundamental problems of people＇s livelihood.Housing price,which has been increasing sharply and remain high,has brought the broad masses of people into trouble,especially the low-income groups.In recent years,the government has recognized the seriousness of the problem and has launched series of housing guarantee measures,including the affordable housing,the low-rent housing,and the price-limited housing.However,the effect of policy practice is not as satisfying as expected on the whole.Currently,how to run the fiscal-tax policy actively and effectively to protect the housing rights of low-income groups has become a major issue that deserves a wide public concern in the reform of housing guarantee system.
