中国CDM（清洁发展机制）项目具有巨大发展潜力和比较优势，但实际上中国CDM项目并没有实现预期收益和均衡发展。制约中国CDM项目发展的主要原因是商业银行对CDM项目缺乏有效的信贷支持和风险分散机制。根据中国CDM项目发展现状、特点、问题及其原因，通过SWOT分析找出与占优策略状态间的差距，得出占优策略：以商业银行为核心加大信贷供给，创新风险分散机制，推动碳中介交易市场建设，以期商业银行能够在未来CDM项目开发和碳金融产品交易中充分发挥积极作用。

CDM projects in China have great potential and comparative advantages in development, but China＇s CDM projects did not achieve the expected benefits and balanced development in fact. What constraints CDM project development is lack of commercial bank＇s effective mechanisms for credit support and risk diversification. Through the SWOT analysis to identify the state of the gap between the dominant strategy, and under the present stage of CDM projects, development situation, characteristics, problems and their causes, I can get the dominant strategies： making commercial banks as the core to increase credit supply, innovating the risk diversification mechanism, and promoting the construction of the carbon trading market intermediaries. So, commercial banks can play a full and active role in the future development of CDM projects and in the trading of carbon in financial products.
