为提升两岸政治互动的稳定性和有效性,笔者参考＂时间的四象限管理法则＂,对两岸共同面临的政治议题,依轻重缓急、优先次序进行原则性排列,并提出了政治议题与其它议题、政治议题内部议题之间的辩证关系。本文认为,两岸双方应该在现有政治共识基础上,将时间和精力重点放在＂不紧急却很重要＂的经济事务上;在政治互动四大议题之间,两岸可暂缓解决＂权威关系＂的分配议题,着力落实两岸＂人民关系＂,累积共同管理两岸人民事务的经验与共识,为两岸政治争议的最终解决创造条件。

위제승량안정치호동적은정성화유효성,필자삼고＂시간적사상한관리법칙＂,대량안공동면림적정치의제,의경중완급、우선차서진행원칙성배렬,병제출료정치의제여기타의제、정치의제내부의제지간적변증관계。본문인위,량안쌍방응해재현유정치공식기출상,장시간화정력중점방재＂불긴급각흔중요＂적경제사무상;재정치호동사대의제지간,량안가잠완해결＂권위관계＂적분배의제,착력락실량안＂인민관계＂,루적공동관리량안인민사무적경험여공식,위량안정치쟁의적최종해결창조조건。
To promote the stability and effectiveness of the Cross-Strait political interaction,the author ranks the common political issues across strait according to the order of priority in principle by referring to The Four-Quadrant Time Management Method.On the other hand,the author also proposes the dialectical relations between the political issues and other issues and between the interior political issues as well.This paper holds that people Cross-Strait should,at the current stage,focus on the ＂not urgent but important＂ economic issues on the basis of existing political consensus;put away temporarily the issues of the ＂authority relations＂ distribution among the four political interaction issues,strive for the improvement of Cross-Strait ＂people＇s relations＂ and accumulate the common management experience and consensus in the field of civil affairs so as to create favorite conditions for the final solution to the Cross-Strait political disputes.
