江西省泰和县是林业重点县,也是开展森林保险比较早的地区,森林保险实践工作日趋完善。文章通过对江西省泰和县等林业重点县森林保险现阶段实践情况的总结与分析,从林农、已参保造林大户、保险公司和林业部门等4个层面研究,发现存在理赔程序太复杂;理赔时间太长,影响再造林及林业生产活动的开展;免赔起点高,林农认为利益受损;确定返青率的方法不科学;保险公司损失核查方面存在技术问题,县级保险公司理赔权限很小等问题。提出了改进的对策和建议。

As a key forestry county,Taihe County in Jiangxi province carried forestry insurance relatively earlier and always maturing its practice.The paper summarizes and analysizes the present stage of practice on forest insurance in Taihe county.From foresters,large afforestation insured,insurance companies and forestry sector,the paper holds that there are some existing problems,such as the claims process is too complex;claims too long time,affecting reforestation and forestry production activities;deductible high starting point,that damage the interests of farmers;unscientific method of determining the rate of turning green;insurance company losses verification technical problems,a small county-level insurance claims.And the corresponding countermeasures and suggestions for improvement are put forward.
