包容乃是城市社会整合的核心,包容性发展的目标是在有序的城市化中达到社会的重新整合,以包容性发展为导向的新型城市化应是中国的必然选择。在我国城市化推进过程中应当尊重城市化的社会系统内生的运行规律,逐步减少乃至完全消除主导城市化过程的“人治”色彩,以法治原则处理城市化中经济、政治、法律之间不协调和系统失衡问题;应当通过全方位改革,打破行政权力对城市化过程的垄断,彻底消除不利于包容性发展的一切排斥性规章制度,使包括农民工在内的城市贫困阶层享有事实上的平等权利。

This paper argues that China is facing re - selection of Orientation of its Urbanization. In the theoretical perspective of T. Parsons' Social System Evolutionary Model, author points out the problems in the development of China' s urbanization based on analysis of the experiences and lessons of the urbanization from European and American countries and Latin American countries . The paper concludes that the inclusion is the key of the social integration of the cities. The goal of the inclusive development of urbanization is to achieve social reintegration in orderly urbanization. China should make the inclusive development - oriented urbanization as its inevitable choice. Author' s suggestion is that the endogenous mechanisms of the urban social system should be taken seriously, leading to gradually reduce and even eliminate the process of urbanization of the "rule of man" to the rule of law in dealing with disharmony and systematic imbalances between urbanization, economic, political and legal. Furthermore, the paper recommends that the administrative monopoly of the urbanization process must be dispelled by a comprehensive reform, especially all the exclusive rules and regulations in urban management, making the urban poor enjoy de facto equal rights.
