在描述区域合作模式的基础上，分析了区域合作的主体特征及区域之间的互相作用；通过建立上下游地区区域及企业排污权交易模型说明了排污权价格的均衡过程及其实现的必要条件与支持策略。我国在推进企业排污权交易进行的同时，需要通过完善跨区域环境治理地方政府合作的法制体系和政策体系，建立区域生态补偿机制和跨区域信息通报与应急机制来有效地实施流域治理。

This article analyzes the main characteristics of regional cooperation and the regional interactions based on describing the regional cooperation patterns; Then it establishes a model of pollution emission rights trading between the upstream and downstream regions and enterprises to explain the process of trading price equilibrium, the essential condition and the support strategy. While carrying on the trading of pollution emission rights, China needs to consummate the legal system and the policy system of the local authority cooperation in cross-regional environment governance,to set up regional ecological compensation mechanism, the cross-regional information notification mechanism and the emergency mechanism to implement the basin harness effectively.
