区域协调发展是我国经济持续、快速发展的重要保证。运用江苏省1996-2008年13地市的面板数据对区域差距形成的原因进行实证研究，分析表明：市场规模和地理禀赋变量对产业集聚的作用非常明显，而且集聚能够自我强化；子样本估计结果表明，产业初始集聚在苏南地区使其具备了区位优势，这种优势又通过国外市场的扩展加以强化，但依赖内部市场的苏北地区发展缓慢，推动产业扩散的政策效果不显著。随着内部市场的崛起和外部市场的萎缩，产业集聚的类型将逐渐发生转变。在这个过程中，政府所能够发挥的作用将会越来越大。

Regional coordinated development is the important guarantee of the continue and rapid development of China＇s economy. Based on panel data of 13 cities in Jiangsu from 1996 to 2008, this paper studies the reasons forming the regional disparity. The study finds that the market size and geographical endowments played a very obvious role on self-reinforcing industrial agglomeration. Sub-sampte estimations showed that the initial agglomeration in the south Jiangsu area had the regional advantages strengthened by the expansion of export market. The north Jiangsu area, relying on internal market, develops slowly; policy effect promoting the spread of industry is not significant. With the rise of the internal market and the shrinking of outer market, the type of industrial concentration will gradually change. In this process, the function of government will bigger and bigger.
