上下级银行间如何合理分配权限，一直是银行改革中的难题。在我国国有商业银行层级管理体制改革经历了高度集权、放权搞活、法人授权等阶段后，又逐步上收管理权限，但存在的一些弊端也日益显现。本文通过将集权契约与授权契约相比较，分析了影响国有商业银行层级间权限配置的因素，并在此基础上，针对我国现行国有商业银行上下级行间权限分配状况和存在问题，提出进一步优化的方案。
上下級銀行間如何閤理分配權限，一直是銀行改革中的難題。在我國國有商業銀行層級管理體製改革經歷瞭高度集權、放權搞活、法人授權等階段後，又逐步上收管理權限，但存在的一些弊耑也日益顯現。本文通過將集權契約與授權契約相比較，分析瞭影響國有商業銀行層級間權限配置的因素，併在此基礎上，針對我國現行國有商業銀行上下級行間權限分配狀況和存在問題，提齣進一步優化的方案。

How to assign power between higher authority banks and their subordinate banks always a difficulty issue in banking reform. In our country, the system reform of hierarchy management of state -owned commercial banks has gone through the stages of centralization, decentralization and authorization and then authorities gradually taken back by higher authority banks, and some malpractices have increasingly appeared. Through the comparison between centralization contract and decentralization contract, this paper has analyzed the factors affecting power assignment between higher authority banks and their subordinate banks, and thus has proposed further optimization scheme aimed at the current situation and existing problems of power assignment between higher authority banks and their subordinate banks.
