民族地区发展低碳经济有较大的特殊性，一方面，民族地区资源丰富，地广人稀，人均碳排放量低，生态林建设为碳减排创造了很大的空间，发展低碳经济具有良好的优势和条件。另一方面，民族地区经济发展水平普遍滞后，工业化水平低，生产技术较为落后，工业粗放化特征明显，碳排放强度大。本文以湘西州永顺县为例，对民族地区低碳经济发展的优劣势进行了剖析，并提出了相应的对策建议。
