均衡发展是义务教育的战略性任务。从2012年的初步均衡到2020年的基本均衡,我国义务教育均衡发展已有了具体时间表。对义务教育均衡发展策略的探究已成为时代主题。基于吉林省40个县（市）义务教育发展各项指标的标准差及差异系数的比较分析,探索出省域义务教育均衡发展的主要策略：深入进行现状调研;明确落实政府责任;不断加大经费投入;科学制定办学标准;建立健全保障机制;率先实现县域均衡。

The balanced development is a strategic task of compulsory education.China has got its own concrete schedule,namely from the initial balance in 2012 to the basic balance in 2020.And that made the researches on balanced development strategies of compulsory education become the calling of the new age.Through analyzing standard deviation and difference coefficient of compulsory educational development indicators in 40 counties（cities） of Jilin Province comparatively,a few of main strategic suggestions were explored： carrying out investigations of current situation deeply,and fulfilling responsibilities of governments definitely,and increasing funds input continually,and establishing school-running conditions scientifically,and founding and perfecting guarantee mechanism,and achieving county-level balance inventively.
