本文在对辽宁省政策性农业保险调查研究基础上,分析了制约政策性农业保险发展的因素及成因,对推进政策性农险持续发展提出以下政策建议：强化政府引导,建立省级的巨灾风险分散机制,完善财政补贴划拨机制,确保各级财政补贴及时足额到位,加强对保险机构合规经营的监管,规范市场行为,着力培育农民的保险意识。
本文在對遼寧省政策性農業保險調查研究基礎上,分析瞭製約政策性農業保險髮展的因素及成因,對推進政策性農險持續髮展提齣以下政策建議：彊化政府引導,建立省級的巨災風險分散機製,完善財政補貼劃撥機製,確保各級財政補貼及時足額到位,加彊對保險機構閤規經營的鑑管,規範市場行為,著力培育農民的保險意識。

Based on the investigation and study of policy agricultural insurance in Liaoning Province,the paper has analyzed the factors together with the causes of the restriction against the policy agricultural insurance development,then the recommendations on the sustainable development of policy agricultural insurance has been put forward： strengthening government guidance to establish provincial catastrophe risk spreading mechanism,improving financial subsidies allocation mechanism to ensure financial subsidies at all levels can be in place fully and timely,strengthening the supervision and management on compliance operation of insurance institutions so that the market behavior can be standardized,and finally,developing the insurance awareness of the farmers.
