慈善资金是维系慈善事业持续发展的必备条件之一,对慈善资金的使用进行合理有效管理,兼顾资金使用的公平和效率,对真正发挥慈善的平等公益性,使众多的弱势群体获得帮助具有重要意义。为此,运用格罗夫斯-克拉克机制对中国慈善资金使用的欠公平与低效率进行了分析,指出其成因在于违背了格罗夫斯-克拉克机制的＂团体＂假设、＂制度＂假设和＂评价机制＂假设,并提出了相应的完善之策。

Charitable fund is one of the essential conditions for the sustainable development of charity.Taking into account the balance of both efficiency and fairness,and the real development of the equal public benefit of charity,the reasonable and effective management of using charitable fund is important for the vulnerable groups to get help.Therefore,using the theoretical model Groves-Clarke mechanism to analyze the less fairness and low efficiency of China′s charitable fund,it is pointed out that their origin lies in violating the ＂group＂ hypothesis,＂system＂ hypothesis and the ＂evaluation mechanism＂ hypothesis of the Groves-Clarke mechanism.Corresponding countermeasures to solve this problem is proposed accordingly.
