本文在职位要素量化方面提出了四种方法,即价值化、劳动化、分数化和人数化,在理论分析基础上以公共管理职位为例进行了权责量化的探索。本文有助于组织设计者理解职权和职责量化的方法,为社会系统的和谐稳定建立牢固的基础。

Authority is equal to responsibility is the basic principle of organizational design, but many public management positions are difficult to meet the principle because of concepts, methods and other factors. Any one position is constituted by the authority and responsibility, and the ratio of the two factors, i.e. position coefficient C, has three cases : if C 〉 1, then the authority must be abused; if C = 1, then the organization is harmonious ; if C 〈 1, then the responsibility is difficult to implement. This paper proposes four methods of quantifying of position elements, namely, value - oriented, labor - oriented, score - oriented, and people - number - oriented. Based on theoretical analysis, the author has made the exploration of quantifying of position elements, e. g. , public management positions. This paper is helpful for the designer of organization to understand the methods of quantifying of position elements, establish a solid foundation of harmonious and stable social system
