19世吴王寿梦接位时,吴国为楚国属国。其后,晋国推行＂联吴制楚＂战略,成功瓦解了吴、楚联盟,吴始伐楚。在其时晋、楚争霸的战略态势中,晋国为巩固所获取的战略利益,紧紧地拉住吴国。为此,晋国多次主持盟会,邀请吴国参加,同时让晋国集团内的其他诸国＂会吴＂。吴国在这一时期,对晋国集团组织的盟会等事务,却显得冷淡与消极。形成这一状况的原因有三：政治因素、军事因素、文化因素。

Wu State was a vassal state of Chu during the rule of the 19th king of Wu Shoumeng.Later,Jin State implemented the strategy of ＂Jointing Wu and limiting Chu＂,which successfully neutralized the union of Wu and Chu States.Wu began to attack upon Chu.During the strategic posture of hegemony between Jin and Chu,in order to consolidate the strategic interests acquired,Jin held Wu tightly.So Jin organized the League Council many times,and invited Wu to participate.At the same time Jin let the alliance countries in Jin＇s group meet Wu.But during this period,Wu seemed cold and negative to the alliance and other matters which were organized by Jin＇s group.The reasons for this situation are political,military and cultural factors.
