党的阶级基础和群众基础都必须通过组织条件才能达到理论原则与实际上的一致。如果没有非公有制经济组织党的建设,那么,党的阶级基础（工人）和党的群众基础（私营业主等新社会阶层）都会被虚化。非公有制经济组织党的建设的具体作用表现在：密切党与不同方面工人阶级的关系,巩固和强化党的阶级基础;融洽、和谐党与新社会阶层的关系,扩大和增强党的群众基础;全面保障人民当家作主的地位和权利,巩固人民民主专政的国体;促进非公有制经济健康、快速发展,强固执政的经济基础。

Class foundation and mass base of the Party can achieve consistency between theory and practice by organization condition.If there is no construction of the Party in non-public economic organizations,the status of both the workers,who are regarded as the class foundation and the new social class such as private enterprise owners considered as the class foundation of Party will go by the board.The specific functions of the construction of the Party carrying through non-public economic organizations represent concretely in the following several aspects：to close the relationship between the Party and the working class from different fields,to solidify and intensify the class foundation of the Party;to harmonize the relationship between the Party and the new social stratum,to extend and strengthen the mass foundation of the Party;To fully guarantee the position and right of people ruling as the masters and deciding about national affairs,and to consolidate the state system of the people＇s democratic dictatorship;to promote non-public economy＇s healthy and rapid development so as to strengthen and pin up the economic foundation of the Party in the saddle.
