运用数据包络分析法测度了2005-2009年武汉城市圈9个城市的城市化效率。通过对Malmquist效率指数及其分解,发现武汉城市圈各市的城市化效率处于一个先上升后下降的阶段,技术进步的无效变动是导致武汉城市圈整体城市化效率下降的主要原因。运用DEA模型,进行城市化效益分析,结果表明武汉城市圈除少数几个城市的城市化过程处于规模报酬递增外,其他的城市都处于规模报酬不变的状态。基于此,提出了改进武汉城市圈城市化效率的建议:坚持走资源节约型、环境友好型城市化发展道路;优化产业结构,走科技发展之路。

Based on the data envelopment analysis, this paper analyzes the urbanization efficiency of nine cities in Wuhan urban agglomeration from 2005 to 2009. Through the Malmquist efficiency index and their decomposition, this paper finds out that urbanization efficiency of all cities in Wuhan urban agglomeration is showing the tendency of going up first then going down and the inefficiency of technological advance is the chief reason in decreasing the urbanization efficiency. Then, this paper uses DEA model to analyze the urbanization benefit. The result shows that more cities are in a state of constant return to scale in the Wuhan urban agglomeration, except for a few cities which are in increasing returns to scale. Therefore, this paper puts forward several suggestions on how to push forward the construction of Wu- han urban agglomeration, including continuously following the path of resource-conserving and environmenta-friendly urbanization development and optimizing the industrial structure and adhering to the road of scientific and technological development.
