美国大学共同治理的思想根植于美国的民主传统。共同治理就其内涵而言,并没有在严格意义上厘清利益相关者的权利和责任,本身具有一定的模糊性。这带来不同的理解,甚至是误解。真正的共同治理的核心是平衡决策过程中最大化的参与和各自相应的责任,关键是广泛而持续的沟通,前提是建立一种信任的关系。

The idea of shared governance is rooted in the United States' democratic traditions. However, it does not clarify rigorously the fight and responsibility between different stakeholders and thus it has some ambiguity itself. This ambiguity leads to different understandings and even misunderstandings about shared governance. The true shared governance attempts to balance maximum participation in decision making with clear accountability, to carry out broad and continuous communication and to establish a relation with trust.
