在国内外，生态补偿机制已在农业、资源开发、河流治理等领域得到广泛实施，较好地解决了生态环境保护和建设问题。东营是黄河三角洲开发建设的主战场，生态环境存在较多问题，保护和建设资金匮乏，急需构建运行合理、兼顾多方效益的生态补偿机制。根据东营市的生态环境情况，应本着“谁破坏谁修复，谁受益谁补偿”的原则，重点在油气资源开发、湿地保护和林地建设等领域．依据合理的生态环境补偿标准进行生态补偿。可通过争取国家加大财政支持力度、以税费方式向破坏主体和受益主体征收、市场化融资等方式筹措补偿资金。

According to the situation of ecological environment in Dongying City, we should act on the principle：＂He who destroys repairs, who benefits compensates＂. Focus is laid on the development of oil and gas resources, protection of wetland and woodland areas such as on the basis of reasonable ecological compensation standard for ecological compensation. We can raise compensation fund by requesting the government to increase its financial support, charging the tax charged from the damaged subject and beneficiary subject, commercializing financing means and so on.
