对四川省集体林权制度改革3个试点县（沐川县、大邑县、南部县）进行实地调查,并运用二元Logistic模型对影响农户林权抵押贷款潜在需求的因素进行统计分析,结果表明：林权抵押贷款存在农户林权抵押贷款潜在需求低、融资成本高等问题;户主的文化水平、对林权抵押贷款了解情况、家庭总收入、林地面积、林区交通情况5个因素对于林农林权抵押贷款潜在需求有着显著影响。因此,提出加大对林权抵押贷款的宣传力度,对农户进行教育培训;加大政府扶持力度,降低农户融资成本;健全森林保险机制;改善林区交通状况,完善林权交易机制等相关的政策建议。

Based on the investigation in three pilot counties（Muchuan,Dayi,Nanbu）of Sichuan province,the author found the main problems and obstacles exiting in the low potential demand of peasant and the high financing cost and so on.Through the use of the binary logistic regression analysis.It is said that cultural level of householder,aware of forest right mortgage loan,family income,forestland area,transportation of forestland are important factors that affects the peasant＇s potential demand to the forest right mortgage loan.Based on the above analysis,the author gives some advices.
