民生幸福是民众根本利益的现实诉求，是衡量社会发展与社会治理效果的根本标准，同时也是衡量社会改革发展合法性的应然尺度，对于一个社会的治理来说，实现民生幸福才是最终目的。政府善治是政府与民众合作，追求社会公共利益最大化的社会治理理念和方式。政府善治与民生幸福有着内在的贯通性：民生幸福、安居乐业，社会方能长治久安；政府善治是民生幸福的外部条件和手段，只有实现政府善治才能为民生幸福提供丰富的社会公共资源，从而保障民生幸福。

The livelihood of the people＇s happiness is in the fundamental interests of the people. It is a standard to measure the reality demand social development and the social governance effect, social reform and development of the legality. For a social governance, to realize the livelihood of the people happiness was the ultimate goal. Good governance is the solution to government and the people cooperation, the pursuit of social public benefit maximization of the social management. The people＇s livelihood and good governance have inner co- action. To live and work in peace and contentment help to maintain social stability and security. Good governance is the external conditions and means for people＇s livelihood, and only by realizing the good governance for the people＇ s livelihood, can we provide rich social public happiness resources to guarantee the people＇s livelihood happiness.
