作为一种特殊的行政权，警察权与公民权利在一定程度上存在着此消彼长的关系，警察权的滥用会导致公民权利受到侵害，并影响警察机关的公信力；规制警察权应当在查清原因的基础上多措并举，除了传统的通过完善相关法律和有关制度进行约束外，更应该对警察权行使主体的特殊性予以关注。
