The industry-university-institute cooperation is growing in importance because of its positive effect on technological innovation capability and sustainable strategic competitiveness in the knowledge economy. However, many of these alliances are facing innovative "middle fault" issues in less developed countries. In order to address the "middle fault" issues, most researches have explored solutions, such as nurturing the main role of a firm's innovation, improving government functions, and creating a supportive environment.Universities are playing an increasingly important role not only as suppliers but also as organizers of innovations.Any solutions to the "middle fault" issues without recognizing these two roles played by universities are inefficient and ineffective in the process of resource allocation. We review theories on knowledge transfer,industry-university-institute cooperation innovation and regional innovation system(RIS).We also conduct an in-depth analysis of knowledge transfer modes and construct an internal and external collaborative network for the Industrial Technology Research Institute(ITRI) of South China University of Technology in the Pearl River Delta RIS.The triple roles provide a solution for the practice of industry-university-institute cooperation innovation in Chinese universities. The first part of this paper discusses major findings based on our literature review on knowledge transfer mechanisms.First,RIS theory asserts that RIS can enable an enterprise to acquire new knowledge, combine and amplify innovative capacity of members, and promote industrial upgrading in regions and economic growth through cross-border networks. The "Triple Helix Model" asserts that universities should play roles not only as suppliers, but also as organizers of innovation. The second part is research design that uses ITRI of South China University of Technology as a case study based on three-stages interviews conducted on April,2008,February,2009,and October,2009.The third part is data collection and documentation. We study the "Triple Helix Model" of ITRI of South China University of Technology in the Pearl River Delta RIS and propose three ways of knowledge transfer adopted by ITRI in the dynamic model. These knowledge transfer ways enable us to draw a knowledge transfer path map, consisting of four sub-processes: direct perception, explanation, integration and institutionalization. We also reference organizational learning theories to propose that ITRI plays triple roles as knowledge supplier, recipient and intermediary. In summary, our findings suggest that an entrepreneurial university is the driver of the Triple Helix Model. It is important to encourage university to play an organizer role to connect links between industry, university, and research institute.Knowledge transfer modes should be embedded in an enterprise's learning mechanisms.Furthermore, the relational embeddedness and network competence of an organizer can help address innovative "middle fault" issues. These findings provide implications on innovation practices for entrepreneurial universities.
