Talents cultivation is the fundamental task in universities, meanwhile, higher education is now facing the requirement of cultivating the innovative talents. Adhering to cultivating the innovative talents through culture is the inevitable choice for talent development, which should follow the law of talent development. In order to build the innovation culture and cultivate innovative talents, we need to establish an international awareness and a global perspective, to improve the local culture innovation factor, to build social innovation culture and optimize educational environment of university culture.
