中小学实施综合素质评价可以促进学生全面发展,推进素质教育;改变教师评价观念,推动教学改革;变革考试评价制度,促进人才培养方式转变;优化学校整体工作,彰显学校办学特色;培养诚信意识,优化社会风气等。目前,中小学实施的综合素质评价还存在着价值偏差导致的目标与方法错位、权力分配造成的教育不公平、心理定势引发的抵制行为、实际障碍减弱改革的力度等问题。完善中小学综合素质评价需要加强沟通交流,淡化选拔功能;推进教育资源分配改革,建立监管机制;积极帮助引导,实施利益补偿;加快配套制度建设,减少信息损耗等。
中小學實施綜閤素質評價可以促進學生全麵髮展,推進素質教育;改變教師評價觀唸,推動教學改革;變革攷試評價製度,促進人纔培養方式轉變;優化學校整體工作,彰顯學校辦學特色;培養誠信意識,優化社會風氣等。目前,中小學實施的綜閤素質評價還存在著價值偏差導緻的目標與方法錯位、權力分配造成的教育不公平、心理定勢引髮的牴製行為、實際障礙減弱改革的力度等問題。完善中小學綜閤素質評價需要加彊溝通交流,淡化選拔功能;推進教育資源分配改革,建立鑑管機製;積極幫助引導,實施利益補償;加快配套製度建設,減少信息損耗等。

Implementing comprehensive quality evaluation in primary and middle schools is not only beneficial to promoting the overall development of students and quality-oriented education, changing the concept of teacher evaluation and promoting the reform of teaching, changing the system of exam evaluation and promoting the change of talent cultivating pattern, but also beneficial to optimizing the overall work of school and manifesting the characteristics of school running, and cultivating the sense of integrity and improving social environment, etc. At present, there are some problems in implementing comprehensive quality evaluation in primary and middle schools. The deviation of value has led to the dislocation between objective and method such as the inequity resulted from the distribution of power, the resistance action initiated from the mental orientation, and the elimination of reform hindered by the actual obstruction. To improve the comprehensive quality evaluation .in primary and middle schools, we should play down the function of selection, promote the reform of educational resources distribution and establish monitoring mechanism, actively guide the evaluation and carry out the interests compensation, and speed up the establishment of the auxiliary system and lessen the loss of information, etc.
