文章运用层次分析法对中国新疆与哈萨克斯坦的区域竞争力进行了分析与评价，可以看出，除了基础设施竞争力和管理服务竞争力两个指数新疆高于哈萨克斯坦外，资源环境竞争力、经济实力竞争力、产业市场竞争力、对外开放竞争力、人力资本竞争力、科技创新竞争力六个指数均低于哈萨克斯坦，尤其是在经济实力竞争力和对外开放竞争力上差距最大，而且从区域整体竞争力上看，中国新疆与哈萨克斯坦相比有弱化的趋势。

Xinjiang China complements one after another with central-Asian countries amid competition in many aspects. It can be said that the process of economic cooperation between Xinjiang China and central-Asian region is cooperation in competition while com- petition amid cooperation. Kazakhstan is one of the most important countries in central-Asian region and the biggest country of trade partnership for Xinjiang China. The thesis adopts a step-analysis to make a study of the regional competition for the years 2003 and 2007 in both Xinjiang China and Kazakhstan. Obviously, apart from the two indices of infrastructure competitive power and management com- petitive power, Xinjiang is higher than Kazakhstan;the competitive powers in resource environment, economic strength, industrial market, external opening, human-capital and scientific innovation in Xinjiang is lower than those in Kazakhstan, especially so in the competitive powers of economic strength and external opening. Besides, judging by the competitive power in the region as a whole, Xinjiang China has weakening trend compared with Kazakhstan.
