中国经济发展的内外环境要求同时实现经济增长和碳减排,但大量的研究表明二者之间只能择一而为。为了探讨可行的经济政策手段,本文提出一个线性规划模型以说明经济结构调整是同时实现这两个目标的有效措施,并据此提出相关的政策建议。

Economic growth and carbon emission reduction are two objectives according to China＇s inner and outer environment.But it has been shown that it is quite impossible to achieve both of them.To find feasible political measures,a linear programming model has been developed in this paper,and just proved that only the change of economic structure may help to solve the puzzle.Accordingly,related suggestions also have been provided.
