我国正在开展第三轮土地利用总体规划修编工作。这一轮规划修编工作是在总结前两轮规划经验、教训的基础上开展的,因而在规划理论、规划方法以及规划技术方面都更加成熟,但规划修编中存在的问题也是突出的。本文以利益相关者理论为基础,从利益视角分析了规划修编中各利益主体的利益诉求,阐明了其矛盾所在。研究发现,新一轮规划修编的困境不是简单的技术问题,也不能够简单的将其归为历史遗留问题,土地利用规划的利益相关者众多,其各自的利益诉求不同是导致规划编制与实施屡屡出现问题的根本原因。由此提出了相关的政策建议。

The third round revision of land use planning is processing which a plan revision work is based upon the first two rounds planning experience and lessons learned.Therefore the planning theory,methods and techniques are more mature,but the problems in planning revision is salient.In this paper,from the view of stakeholders,i.e.The perspective of the interests,analyze the interests of various stakeholder demands,which sets out its contradictions.study found that the plight of a new round of planning is not a simple revision of the technical issues and can not simply be classified as historical issues,various stakeholders,together with their different interest＇s demands of land use planning result in the problems of plan and implementation..In the end,the paper puts forward some policy suggestions.
