从财政资源配置的视角，选取军事财力总量均衡、财政资源配置结构合理、国际国内关系和谐这三项指标来刻画国防与经济建设协调发展程度，尝试展开实证分析，测算出目前我国国防与经济建设协调发展程度大约为77．79／6，处于良好协调状态，国际国内关系和谐程度处于基本协调状态。为此，我国政府除了需要继续优化财政支出结构以外，更需要关注国际国内关系和谐，加强军民的融合发展，以进一步达成国防与经济建设协调发展的双赢局面。

This paper first selects three indexes of balanced military resources, reasonable public finance distribution structure and harmonious relationship home and aboard to depict the degree of coordinating developments of national defense and economy construction, and then draws the conclusion that public resources distribution in China is in a stage of good coordina- tion. In addition to continuing to optimize the financial expense structure, China＇s government should pay more attention to keeping the harmony of domestic and international relationship; strengthen the harrnonious developments of the military and the populace, and in the end realize a two-win state of coordinating developments in national defense and economy construction.
