选取“985”高校投入指标创新基础能力、创新投入能力、环境支持能力、创新产出能力和成果转化能力,建立基于DEA的高校科技投入产出效率评价模型。产出变量选取专著数量、国外及全国性刊物发表论文数、鉴定成果数、技术转让当年实际收入、国家级奖项等,应用该模型对我国37所“985工程”高校2008年的科技投入产出效率进行了比较。研究结果表明,37所“985工程”高校科技投入产出一部分处于DEA有效率,一部分处于非DEA有效率,非DEA有效率其很大程度上是缘于规模无效率。规模不当已成为制约我国部分高校科技投入产出效率提高乃至可持续发展的症结所在,而要解决这一问题的关键在于妥当处理高校科技投入产出发展过程中所必须面临

Based on date envelopment analysis(DEA) , input-output efficiency evaluation model was established for "985 Project" universities selecting the innovation foundation capacity, innovation investment capacity, environmental bearing capacity, innovation output capacity and achievements transformation as investment indexes; and the monograph quantity, the number of issued papers in foreign and national magazines, the results identification number, technology transfer in real income, national awards and etc as output variables. Through this model, the input-output efficiency of science and tech- nology of the 37 universities in the "985 Project" were compared. The results show that the input-output efficiency of some universities was in DEA effective rate, the other's in non-DEA effective rate due to scale inefficiency; improper scale has been the crucial reason that restricted the improvement of the input-output efficiency of science and technology, and even the sustainable development for some universities in China, and the key to solve the problem is to handle the relationship between technology improvement and scale expansion during the development process of university science and technology input and output.
