经过30年的努力,中国法制建设取得了显著的成绩,中国特色社会主义法律体系建成。如何在中国特色的法律体系基础上建设中国特色的法治体系是摆在我们面前的一个重大课题。通过对过去30年的中国立法的回顾与反思,可以看出,在今后,相对于集中立法与频繁修改而言,更重要的是通过一系列制度性安排和创造一种可能的社会环境,使业已载入宪法和法律的那些基本价值、原则逐步得到实现。
經過30年的努力,中國法製建設取得瞭顯著的成績,中國特色社會主義法律體繫建成。如何在中國特色的法律體繫基礎上建設中國特色的法治體繫是襬在我們麵前的一箇重大課題。通過對過去30年的中國立法的迴顧與反思,可以看齣,在今後,相對于集中立法與頻繁脩改而言,更重要的是通過一繫列製度性安排和創造一種可能的社會環境,使業已載入憲法和法律的那些基本價值、原則逐步得到實現。

There are notable achievements having taken place in Chinese legal system construction after nearly 30 years＇efforts. How to build up the legal system in China, based on the rule of legal system with Chinese characteristics, is a major issue placed in front of us. Through review and reflection on China ＂s legislative of the past 30 years, we can see that the most difficult and urgent problems to solve for China today is not to rebuild constitution by added more and better clauses. The more important thing is to make those basic value and rules that have already been loaded in constitution and law reality gradually through series of arrangements in system and to create a possible social milieu. During the discussion and making decision of new laws, those legal profession elite groups should fully consider the implementation of mechanisms and legal consciousness of human being, meanwhile, they should establish sound public participation in the legislative mechanism.
