市场经济条件下，免费师范生教育和特岗计划一定程度上缓解了农村教师短缺问题，但却不能节制农村优秀教师的流失。创新农村优秀教师补充机制的根本出路在于，在农村教师绩效工资改革基础上，通过改进师范生免费方式和特岗设置程序，集中中央和省级财力支持，诱导地方政府逐步完善农村教师退出、培养和补充机制。形成以市场为导向的，将农村学校发展需求与教师获益捆绑一体的利益诱致机制，让优秀毕业生和教师乐意扎根农村任教。

And then forming the interest generated induced mechanisms based on the marketoriented mechanism taking the demand of school development and teachers benefit into consideration so as to attract outstanding graduates and teachers willing to teach in rural school all the life.
