诞生于市场经济的欧美证券法制从一开始就是国际性法制，但国家经济的发展和国际金融中心的竞争要求促使其国际证券法制不断演进。欧美国际证券法制的演进一方面是基于国际金融中心的竞争需要，而另一方面又与国家经济发展互动。不同于欧美证券市场国际化发展路径的我国证券市场国际化的立法应采取分阶段的方式推进，其具体的立法内容应考虑我国经济发展要求和国际金融中心建设的预期目标。

Based on market economy, European and American securities laws are of internationalization from its birth,but the states＇ economic development and the competition of international financial centers promote their in- ternational securities laws＇ evolving. The evolution of international securities laws are because of the competition of international financial centers on the one hand, while interacting with national economic development on the other hand. China＇ s legislation concerning securities market internationalization shall be phase- by -phase because it has a different development path from E. U and U. S, and the contents of the 1 the development requirements of Chinese economy and the target of Chinese egislation should be taken into account international financial center.
