The GHG monitoring and reporting legal systems in EU and Germany,serving as the basic elements of the GHG emission regulatory system,are not only the most important tools of the administrative laws of GHG emission,but also the material security and institutional guarantee for the policies innovation of GHG emission reduction.More importantly,they provide the legal foundation for innovation of the market-based emission reduction systems.It is worthy of learning for us from the legislative experiences in configuration of the powers and responsibilities for regulatory body,ensuring the emitters to fulfill the reporting obligation faithfully,building the accreditation mechanism of third-party inspection agencies,constructing the platforms for the registration,enrollment and recording of emission allowances and the trade of carbon credits.
