新农村建设既需要体制内的动力,也需要体制外的推动。农民是新农村建设的建设者、受益者和管理者。新型农民作为新农村建设的主体,其素质的高低直接决定着新农村建设的成效。培育新型农民,契合新形势下农村建设的实际,是农村内生性动力和外源性动力和谐统一的根本保证。新型农民培育必须从应急式管理中摆脱出来,在长效机制上下功夫,在解决突出问题上出实招。

The construction of new rural needs both the dynamic inside the system,and the driving force outside the system.Farmers are the builders,beneficiaries and managers of the new rural construction.New farmers,as the main body of the new rural construction,their quality determines the effect of new rural construction directly.To cultivate the new farmers,tally with the reality of the rural construction under the new situation,is the fundamental guarantee for the harmony and unify of power endogenous and exogenous.For cultivating new farmers,it must be broken away from the contingency management meanwhile,it needs the long-term mechanism,and works in resolving the prominent problems.
