村级债务问题经过十余年的理论争论和实践探索,在义务教育负债化解工作方面取得了较为显著的成就,其他方面乏善可陈。根据课题组实地调研资料表明,村级债务不仅在某些地区快速反弹,且呈现出诸多新特征。结合这些特征及已有研究成果,课题组依据制度经济学相关理论构建了一个村级债务发生、变动的分析框架,并提出了对现行部分制度缺陷的修复,强化债权人对债务人的约束能力,构建＂债务质量监控体系＂等治理措施。

After more than ten years＇ study on the theory and practice of village-level debts,only debts of rural compulsory education made outstanding achievements.The other aspects were still under poor conditions.Based on the investigation,we found that village-level debts rebounded in some areas,and showed a lot of new features.Combining these features and existing research results,the research group based on the theory of institutional economics,built an analysis framework of village-level debts to explain how they incurred and changed.We proposed some possible control measures to correct system defect;intersify creditors＇ restriction ability on debtors;and build ＂the debt quality contralling system.＂
