在建设性后现代主义视阈下,生态文明的社会内涵引领生态文明的自然内涵。厘清了这层关系,就具备了发挥生态文明社会内涵在公共政策导向中的制度性势能的基础。在当前我国社会分层结构呈现倒丁字形分布的社会背景下,对于优化社会管理而言,发挥生态文明社会内涵在公共政策导向中的制度性势能的必要性尤为明显。而要将其诉诸实践,一方面,要在经济发展指导思想上,破除对新自由主义的盲从,革除对＂唯GDP论＂的迷信;另一方面,要在实体制度建构层面上,将社会维度融入公共政策,并在法制层面完善相关监督制度体系。

In the perspective of constructive postmodernism,the social dimensions of the ecological civilization lead to the natural content of the ecological civilization.To clarify this relationship,the basis by which the ecological civilization and social connotations play in the public policy-orientation can be made.In the social background of stratification structure showing ＂opposing Ding（丁） font＂ structure,it is necessary to play social ecological civilization connotation in public policy in the direction of institutional potential energy from the view of optimizing social management,while resorts to practice.On the one hand,from the perspective of economic development guiding ideology,the ＂superstitious only GDP theory＂ should be abolished and the blind obedience to neo-liberalism should be get rid of;on the other hand,at the level of entity system construction,the social dimension should be integrated into the public policy and improve he relevant supervisory system in the legal system level.
