1993年，美国率先颁布《政府绩效与结果法案》（GPRA），首次以立法的形式规范了联邦政府绩效管理的相关活动。该法案于2010年进行修订，并颁布了与之相对应的《政府绩效与结果修正法案》（GPRAMA）。通过对1993年的GPRA与2010年的GPRAMA进行背景与内容比较，剖析了美国联邦政府绩效立法的基本逻辑，认为进行绩效立法是保障美国联邦政府绩效管理持续推进的重要基础。分析了美国联邦政府绩效管理发展的主要特征与核心内容，为我国加快推进政府绩效立法提供有益的启示和借鉴。

The American publication of GPRA in 1993 is the first legislative regulation of the activities related to the federal government performance management. Its revision in 2010 and the corresponding CPRAMA are the improvement of its core logic. The paper analyses the major difference between the two and proposes the very foundation of the American legislation on the federal government performance management, holding that this legislation guarantees the sustainability of the effective government performance. The key features and the maih content of this improvement will provide substantial reference for the Chinese legislation on government performance.
