摘要：在应急信息沟通中，政府的“官本位”思想严重，公民的“主人翁”意识薄弱，导致应急信息沟通纵向传递失真；部门分割的行政体制和政出多门的管理模式导致应急信息沟通的横向交流失灵；系统不健全、通道不顺畅、管理不到位，导致应急信息沟通的反馈系统失衡。政府只有晓之以理，将沟通与管理有效结合；动之以情，将倾听与引导有效结合；持之以恒，将内容与技巧有机结合，才能促进应急信息沟通成效，提升突发事件应对水平。
摘要：在應急信息溝通中，政府的“官本位”思想嚴重，公民的“主人翁”意識薄弱，導緻應急信息溝通縱嚮傳遞失真；部門分割的行政體製和政齣多門的管理模式導緻應急信息溝通的橫嚮交流失靈；繫統不健全、通道不順暢、管理不到位，導緻應急信息溝通的反饋繫統失衡。政府隻有曉之以理，將溝通與管理有效結閤；動之以情，將傾聽與引導有效結閤；持之以恆，將內容與技巧有機結閤，纔能促進應急信息溝通成效，提升突髮事件應對水平。
적요：재응급신식구통중，정부적“관본위”사상엄중，공민적“주인옹”의식박약，도치응급신식구통종향전체실진；부문분할적행정체제화정출다문적관리모식도치응급신식구통적횡향교류실령；계통불건전、통도불순창、관리불도위，도치응급신식구통적반궤계통실형。정부지유효지이리，장구통여관리유효결합；동지이정，장경은여인도유효결합；지지이항，장내용여기교유궤결합，재능촉진응급신식구통성효，제승돌발사건응대수평。
In emergency information communications, government＇s ＂official standard＂ thought is serious and citizens＇ ＂master＂ consciousness is weak, which leads to vertical transmission distortion of emergency information communication; administrative systems of department division and management mode of each department acting on its own lead to lateral communication failure of emergency information; the system is not sound, the channel is not smooth and management is not in place, which lead to feedback system imbalance of emergency information communication. Only with reasons, effective combination communication and management; with affection, effective combination listening and guide; with perseverance, organic combination content and skill, can the government promote the effect of emergency information communication to improve the level of emergency response.
