"新国十条"首次将地方负总责制运用到关系国计民生的房地产业领域。由于制度设计尚未触及这项制度的核心功能,以及相关配套制度缺位,导致房地产调控地方负总责制运行效率低下。为此,要建立政府组织责任和领导者个人责任的双重追究机制,借助经济、行政、法律等多种手段,促使地方政府积极履行政策法律义务。建立和完善垂直管理部门的房地产调控合作机制,形成中央政策在地方的执行合力。同时,加快财税、土地供应制度和相关金融制度的配套改革。

In April 10,2010, ten measures has been issued for controling the real estate market in China, which are briefly called "new ten measures". It is the first time that local government take the overall responsibility in real estate industry which is related to people's living hood. Because it has not touch the core problem, and lack of mating system, the policy is in low efficiency. Therefore, we requires to set up double mechanism which are government or- ganization responsibility and personal responsibility; to impel the local government actively perform policy legal obligations by using economic, administrative and legal means; to establish and perfect the cooperative mechanism of real estate control, and form joint effort between central and local government. At the same time, we speed up the mating reform in in finance and tax land supply system and related financial system.
