近年来，城市已经成为我国经济发展的主要推动力，在气候变化的背景下，要实现经济可持续发展的目标，在城市发展过程中应以低碳经济为载体，在促进经济增长的同时减少碳排放。文章对我国城市经济发展、能源消耗、环境之间的现状进行了分析，阐述了低碳经济对城市建设的促进作用，并以西安市为例探讨了低碳经济的发展路径，提出了优化产业结构、鼓励“产学研金”相结合、加快新兴产业研发人才的引进以及培养力度、在城市化进程中推进低碳转型、培育全民低碳意识等建议，从而促进经济结构和工业结构优化升级，增强城市综合竞争力。

Recently, cities have become the main urge of the development of economy in our country. To achieve the goal of economic sustainable development on the background of climatic change, Xi＇an must firmly grasp low - carbon economy in terms of innovation industry and innovation talents so as to perfect innovation system and improve innovation capacity. Based on the research of advantages and major difficulties in developing low - carbon economy in Xi＇an, this paper provides some suggestions on optimization of industrial structure, encouragement of production -study -research cooperation, acceleration of introducing and cultivating R＆D talents in the emerging industry, promotion of low - carbon transformation in the process of urbanization, and cultivation of universal low - carbon consciousness, in order to promote the upgrading and optimization of industrial structure and economic structure, improve urban comprehensive competitiveness.
