在研究分析传统资源型城市发展过程中存在的问题的基础上,提出了在低碳经济时代发展的新的资源型城市形态——正能城市的概念。正能城市不但拥有充足的能源,而且以清洁能源为主,具备较高的能源使用效率。与传统资源型城市相比,正能城市在产业发展、城市规划方面的优势为其在低碳能源利用方面赶超发达国家水平提供了机遇。最后为正能城市的发展提出若干政策建议。

On the basis of the detailed study and analysis of the problems arising in the development of traditional resource based cities,this paper puts forward the concept of positive energy city,a new form of resource based cities that deserves to be developed in the low carbon economy age.Positive energy cities have abundant energy resources,and most of them are the clean types.Moreover,they have the higher energy efficiency.Compared with traditional resource based cities,positive energy cities have the advantages in industry developing and city planning,which provides the opportunities for them to catch up with and surpass the developed countries in the utilization of low carbon energy.Finally,some policy suggestions for the development of positive energy cities are presented.
