文化是综合国力的重要组成部分,是重要的＂软实力＂。越来越多的事实表明,不同国家、不同地区的竞争和发展既是资源、能源、项目、资本的竞争,也是文化形象、生态环境、科技人才等＂软实力＂的竞争。青海作为一个多民族地区,要紧紧围绕共同团结奋斗、共同繁荣发展的民族工作主题,大力发展地域特色文化,以保障和实现少数民族基本文化权益为前提,以解决民族地方文化事业发展的突出问题和特殊困难为重点,以推动民族文化创新和产业发展为动力,全面提升我省少数民族文化事业的发展水平。

Culture is an important part of the comprehensive national strength and an important ＂Soft power＂. More and more facts demonstrate that the competition and development in different countries and different areas are the competition not only in sources, energies, projects and capitals but also in cultural image, ecological enviroment and science and technology talents. Qinghai , as an ethnic region, should take it as the national work that we work together and make common prosperity and development. In order to develop the regional cultural characteristics, basic cultural right and interests of the minority should be guaranteed and realized. Most important of all, the outstanding prolems and special difficulties in the cuitural development of national regions should be solved. Thus the level of the ethnic cultural development will be promoted.
